Orem, Utah—As cities across the state grapple with rising property taxes, some soaring by up to 50%, Orem has maintained a steady course for four years, opting not to increase taxes while enhancing its infrastructure and services.
The city has successfully completed numerous significant projects, including a $37 million City Hall, a $30 million water tank boosting storage by 34%, and a $20 million water reuse facility that will save over 175 million gallons of drinking water annually. A $13 million park transformation has also enriched the community space.
Mayor’s office credits this achievement to a refusal to view tax hikes as a solution, instead focusing on grants and innovative funding strategies—securing over $13 million from various sources. Additionally, restructuring city departments has led to efficiency savings of nearly $2 million.
With over 3,000 new businesses launched in the past four years, Orem is recognized as a top locality for entrepreneurial ventures, generating the third-highest sales tax revenue in Utah despite being the sixth-largest city.
