Audit Critiques Utah’s Child Support Agency’s Technology and Communication Failures

SALT LAKE CITY — An audit released on Tuesday revealed significant issues within Utah’s Office of Recovery Services (ORS), the agency responsible for collecting child support payments. The independent report, presented at a legislative hearing, criticized ORS for relying on outdated technologies that resulted in inaccurate data reporting. Utah State Auditor Tina Cannon noted that ORS’ database lacks essential features expected in modern systems, undermining the agency’s ability to efficiently serve families dependent on child support.

At the hearing, several women shared their frustrations with ORS, prompting lawmakers to form a working group to investigate these concerns. Roshelle Pulsipher emphasized her negative experiences, stating, "It gives you false hope… then you reach out for help and find there’s nothing you can do."

Additionally, the audit questioned the Utah Department of Health & Human Services regarding the effective use of millions allocated for technology upgrades. ORS Executive Director Tracy Gruber stated she would advocate for improvements, acknowledging the agency’s need for better communication with the public. She expressed commitment to ensuring that individuals can get their questions answered promptly.
