Phil Lyman Files New Lawsuit Against Utah’s Lt. Gov. Over Voter Privacy Laws
Salt Lake City, UT – Phil Lyman, a former gubernatorial candidate, announced a lawsuit against Utah Lt. Gov. Deidre Henderson on Friday, claiming that state voter privacy laws violate the National Voter Registration Act (NVRA). Lyman seeks access to the full statewide voter registration list, arguing that Utah’s restrictions on voter registration data infringe upon federal mandates.
Represented by the Public Interest Legal Foundation (PILF), a nonprofit focused on election transparency, Lyman asserts that Utah’s opt-in privacy laws, which allow voters to hide their information, are unprecedented and illegal. According to Lyman’s lawsuit, nearly 34% of voter records in Salt Lake County are classified as either "private" or "withheld," leading to significant limitations on public access to voter information.
Lyman emphasized his commitment to election integrity, stating, “I ran for governor because I’m interested in election integrity.” He was flanked by approximately 150 supporters at the Capitol who echoed claims of being “cheated” in the election process. Despite his previous unsuccessful legal challenges during his campaign against Gov. Spencer Cox, Lyman’s current lawsuit focuses solely on the legality of the voter privacy law rather than any actions by state officials.
The PILF’s president, Chris Adams, highlighted that Utah’s voter privacy measures are unique and not compliant with the NVRA, which requires public access to voter maintenance records. The organization has previously won cases in several states challenging similar privacy laws.
In response, Henderson’s office stated it is reviewing Lyman’s requests and will adhere to statutory timelines for compliance. Meanwhile, the implications of this lawsuit could significantly alter voter registration accessibility in Utah, should Lyman prevail.
