Utah’s Collective Bargaining Ban on Hold Following Successful Referendum Signatures

Lt. Gov. Deidre Henderson announced on Tuesday that the controversial law banning collective bargaining for public sector employees in Utah, known as HB267, will be temporarily put on hold. Initially set to take effect on July 1, the law has been paused following the Salt Lake County Clerk’s verification of over 245,000 signatures supporting a referendum to repeal it.

The temporary stay will remain in effect until either the lieutenant governor deems the petition insufficient or Gov. Spencer Cox issues a proclamation to enforce the law. HB267, which was signed into law earlier this year, sparked significant backlash, prompting the Protect Utah Workers coalition to mobilize a signature-gathering initiative shortly after the legislative session concluded.

With a verified requirement of 140,748 signatures, the successful collection demonstrates substantial public support for the referendum, which is now scheduled to appear on the statewide ballot in the 2026 election.
