Salt Lake City, UT—As Chair of the Utah Marriage Commission, I am advocating for changes to tax policies that unfairly penalize married couples in Utah. A new report titled "Marriage Penalties in Utah," released today by the Kem C. Gardner Institute, reveals the detrimental effects of state and federal tax regulations on families, particularly those with lower incomes.

The report highlights how various public assistance programs, governed by federal rules, often disincentivize marriage. Lower-income couples may find themselves better off financially if they choose cohabitation over marriage, leading to hesitation in formalizing their commitments. Key tax benefits like the Social Security Tax Credit, Earned Income Tax Credit, and Child Tax Credit were documented as having implicit penalties that disproportionately affect these families.
