Bain suggests that attributing these increases solely to the “one-door” policy is misleading, as Utah expanded Medicaid in 2020, significantly impacting enrollment figures.

As Mississippi legislators evaluate Utah’s model, critical examination of its results will be essential to creating a work-first program that effectively addresses the state’s economic challenges.
