Utah has been named the state with the best economic outlook for the 18th year in a row, with state leaders attributing this success to a series of tax cuts and the unique qualities of Utah residents, including their religiosity. Governor Spencer Cox emphasized the importance of faith and belief in something bigger than oneself in contributing to the state’s success. The ranking focused on tax cuts and did not include investments into public resources.
The annual report, “Rich States, Poor States,” published by the American Legislative Exchange Council (ALEC), evaluates states based on 15 metrics related to tax rates, debt service, public workforce size, and right-to-work status. Utah has consistently ranked at the top since the report began in 2007, with legislative decisions leading to proactive policies that have fueled economic growth and job creation.
While some critics argue that the ranking overlooks issues such as women’s equality, workers’ compensation, and labor protections, Utah’s success in attracting new residents and maintaining a positive in-migration rate highlights the state’s appeal as a magnet for opportunity. The state’s economic performance, including high GDP growth and low poverty rates, is seen as a result of a balance between pro-growth policies and strategic investments in infrastructure and education.
Utah’s recognition as the best state for social mobility, starting a business, and overall economic outlook is attributed to a pattern of fiscally responsible leadership and a strong social capital that fosters collaboration and problem-solving. ALEC, while providing model legislation that aligns with their conservative principles, emphasizes that the success of policies ultimately depends on the support and engagement of the Utah people.
