Unions plan to submit referendum opposing bill that prohibits collective bargaining


Labor unions in Utah are pushing back against a bill that banned public employee collective bargaining by filing a citizen referendum. The bill, known as HB267, was passed by the legislature and signed into law by Governor Spencer Cox, sparking outrage among union members. The referendum aims to gather over 200,000 signatures to force a public vote in November 2026. Despite initial pushback from Lt. Governor Deidre Henderson’s office, the unions have the opportunity to refile the referendum. A coalition of labor unions, including the Utah Education Association and Teamsters Local 222, have come together to run the referendum and launched a website to coordinate signature gathering. House Speaker Mike Schultz and Senate President J. Stuart Adams have expressed support for the democratic process and encouraged voters to research and make informed decisions. In addition to the referendum, a group of citizens also filed initiatives for tax reform, planning and zoning changes, and public records reform. The unions believe that this referendum is a way to make the legislature listen to the concerns of the public.
