“Proposed Utah Legislation Moves Forward to Mandate Voter ID for Ballots” – Deseret News

Utah House committee members have advanced major election reform bills aimed at improving election security and addressing logistical concerns. One bill would require ballots to be submitted in person with voter ID, while another would remove Utah from the ERIC voter management system.

The bills were presented by House Majority Whip Karianne Lisonbee and Rep. Jefferson Burton in response to legislative audits that raised concerns about signature verification and voter roll cleanup in Utah’s vote-by-mail system.

Burton’s bill, HB300, would require opt-in for vote by mail, meaning voters would need to submit a form to their county clerk with valid voter ID to receive a mail-in ballot. They would then need to return their ballots in person at a polling place or drop box on Election Day or during a 14-day early voting period.

Lisonbee’s bill, HB332, would end Utah’s reliance on ERIC and require the state to find a new third-party organization to clean up its voter rolls. The bill also includes measures to ensure the accuracy and security of voter registration data.

While the bills have received support from House Republican leadership, they have faced skepticism from Senate Republicans and concerns from county election officials about the potential impact, logistics, and cost. Some worry that leaving ERIC without a vetted alternative could hinder the accuracy of voter rolls.

Overall, the bills aim to increase voter trust and confidence in the election process by implementing stricter security measures and improving voter roll maintenance. Both bills passed through the committee with favorable recommendations.
